Public disclosure of the alien presence on Earth was established by James Broadhurst in Amnesty, the first novel in the Alien Disclosure Series.
In this story, James and his team collect intel from an "opposition to disclosure" double agent, build interstellar spaceships with the help of two alien species, fend off a terrorist attack, confront an infamous criminal and come to terms with the aftermath of disclosure on society.
The few remaining characters opposed to revealing long held secrets of alien visitation to earth are forced by circumstances to capitulate to the tenets of public disclosure. With an unknown force entering the galaxy, the once recalcitrant group opposing disclosure resolutely commit to prepare for the inevitable confrontation.
The footprints of seers, predictors, and prophesiers of truth are found throughout the novel. And, in the shadows of this story, are ancient hands guiding the participants in this story to an unknown but certain future.
