The news of two colonised planets in danger of environmental collapse is brought to Dr Charles Jung, during a quiet evening dinner with his grandson, by an unexpected visitor. Fearing that Neo-Shanxi is on the brink of revolution, Charles takes his son Oscar, a scientifically brilliant yet dysfunctional young man, to Earth to strike an accord with the CERE about bringing constitutional change to the colony. Meanwhile, Chairman Zhang sets his plan in motion, calling upon his other two grandchildren, Alistair and Wesley, to play their respective roles in the struggle for independence.
