This United States Army manual, Army Regulation AR 290-5 Army Cemeteries October 2020, states the authority and prescribes policies, procedures, and responsibilities for the development, operation, maintenance, administration, and inspection of the cemeteries for which the Department of the Army is responsible. This includes Army national military cemeteries (ANMC), as defined in 10 USC 7721(b), open and closed Army post cemeteries, as defined in Part 553, Code of Federal Regulations, Subpart B (32 CFR Part 553, Subpart B), Army-contracted plots in private cemeteries used to re-inter persons originally interred in an Army cemetery, cemeteries and burial plots located on Army property that were originally established to inter enemy prisoners of war, Army cemeteries originally established to inter persons who died while criminally incarcerated, private cemeteries and plots on Army property, and not otherwise defined cemeteries. This regulation is applicable to all cemeteries for which the Army is responsible.
