A new phenomenon has given ordinary people the ability to obtain extraordinary abilities, but at high cost. In order to obtain power, they must abandon the identity markers that make them who they are. Some enter into binding agreements with others called Codes, which center around a unanimously agreed upon ideal. Their communities dictate what kind of powers they can have, when and how they are able to use them, and under what conditions they will work.
Others gain power by embracing their most hedonistic, self-indulgent and carnal attributes, rejecting notions of societal acceptance and seeking to become one with chaos. In the process, they lose the rational features that allow them to function normally in society, and become dangerous even beyond the more ordered classes with their Codes.
It becomes one man's mission to put an end to the super-powered beings in his city, and he intends to do it the only way he knows how. By teaching a group of impressionable youth how to be satisfied with themselves, and find happiness in the absence of power.
