The story unfolds in Western Australia on the beautiful breakwater coast where life is calm and peaceful at the Hillarys marina. Then Harry Josephs arrives from Liverpool England intent on taking a percentage of the shop owner's earnings with his standover protection business. Local businessmen succumb to the threat of and pay their dues until Greg Langford, a government crime investigator arrives on the scene. Langford pursues Harry Josephs and his cohorts and finds that they are also involved in the illegal world-wide arms trade being controlled by ex army officers in Galverston Texas. When Harry Josephs returns to England to find out where his investment money has gone, he meets his old foe Genja Svardic from days gone by and is taken captive. Langford pursues the trail and in America he confronts the military personnel involved in the arms trade and dismantles their illicit business. On his return to Australia, Greg Langford and his friend Barry Wilder confront the remaining members of Harry's crumbling standover gang and peace prevails.
