Author C.A. Collins immigrated to the United States from New Zealand in early 1960 when the criteria was very stringent for those staying permanently. From the onset she intended to grant the toxic topic of US immigration policy wide berth. Her original plan was to touch on the US immigration policy in place when her own family arrived in the United States then quickly move on.

"I should have bolted while I had the chance" she writes.

Collins opens up this Bayshell Books edition with the year 1917 - a year that wrought global upheaval. The National Women's Party in America bundled up and started their protests at the White House gates on a bitterly cold winter's day - January 10, 1917. The next month, the Russian Revolution erupted and Czar Nicholas II of Imperial Russia abdicated on March 15, 1917. The Czar was a cousin of King George V, grandfather to the current Queen Elizabeth II.

On April 6, 1917 the United States entered World War I.

In England the British Monarchy became the House of Windsor, shedding its German name Saxe-Coburg and Gotha on July 17, 1917. A month earlier the first daylight bombing raid over London on June 13 by a squadron of German Gotha IV bombers killed nearly a hundred people including eighteen children at a primary school in the East end of London. Before WWI was over the monarchies of Turkey, Austria-Hungary, Germany and Russia had all fallen. Exactly one year after the British Monarchy became the House of Windsor the entire Romanov family was murdered, the British Monarch had offered the Russian Royal Asylum, but later withdrew it. King George V in 1919 rescued the remaining members of the Romanov family.

In America pressure was building on members of the US Congress to halt the flow of migrants as the conditions in urban slums worsened, misery for those who had to live in such squalor. Emergency legislative measures were implemented with passage of HR 10384 in 1917. The situation was to further deteriorate with the flu pandemic of 1918 that came in four waves not subsiding until 1920.

In chapter three, four and five the three major US immigration policies passed over the past century. Chapter six, seven and eight policies proposed but did not pass. Ranging from the absurd HR5263 of 2019 to the most marvelous piece of legislation S1720 the Raise Act of 2017. The latter is far more in alignment with America's allies and their skill based migrant policies including Australia and New Zealand..
