After discovering the truth behind a shipping company's planned disposal of Japan's stockpile of spent nuclear fuel, an IAEA employee is murdered in his apartment just steps away from the United Nations headquarters in New York City. But before he is killed, he passes on critical information to the daughter of a powerful friend.

Now, armed with terrifying information and a threat to reveal her secret, Ayumi Kagawa becomes the target of a criminal organization and is abducted from her Manhattan hotel room.
