The ghost children in the Lost Ghost (1903), The Wind in the Rose-bush (1902), move around in space and interact with the physical realm like no other ghosts in literature of this period. These ghost children are no "ocular delusion," they interact within the physical world and their existence is a fact for one or more living characters in these stories.

Being given the ability to interact within the human realm, the characters are then subject to ponder whether these entities are also able to think or manipulate like human beings. If this is so then the reader can also assume that the ghost from The Lost Ghost was no innocent child at all it was merely a demon waiting for one of the older ladies to follow her into the afterlife for whatever purpose. And the same goes with the ghost child in The Wind in the Rose-bush"; one can make the claim that the ghost child was purposefully haunting her step-mother for mistreating her, which would explain why she quivers and often gives the "impression of a desperately clutched hand of secrecy".
