A reptilian extraterrestrial species, the Ipsigians, loom on the horizon of the intergalactic fifth millenium human civilization that has spread outwards from earth in the 22nd century to the stars. The Ipsigians, oddly enough, breathe the same air as humans, and eat small dinosaur species on their home planet Ips. The Intergalactic Union of Anthropomorphs or IUA foresees a war with the Ipsigians for habitable exoplanets in the Whirlpool Galaxy and elsewhere. What is the secret of the origin of the Ipsigians? There are many enigmas the IUA has to solve before it can prevent a war with the aliens.
