The first legislative action taken by the Philippine Assembly was to ratify the National Defense Act, which called for a standing army of 10,000 men and a reserve component of nearly 400,000. #3 The Philippines was an American territory that was under the jurisdiction of the United States Armed Forces in the Far East. USAFFE encompassed all American military assets in the Philippine archipelago. #4 The 11th Infantry Regiment, which was under Volckmann's command, had little training and poor equipment. The soldiers spoke little English, and their native dialects would often differ from company to company.
