Jamie 'Sutt' Sutton, a student from Croydon, is about to embark on his second year at university. Only he's seen student life for what it is a smoke filled, drug heavy, daytime television doss.
So when he encounters Chicken George, a 30-year-old former photographer who claims to have invented a way to undetectably spike normal cigarettes with a mind-altering drug, Sutt sees an opportunity to demonstrate his entreprenurial skills and bring some good to the world.
The Labour Party soon catches wind of the invention, and in the run-up to the 1997 General Election (which they know they cannot afford to lose) they employ Sutt and Chicken George to spike Tory voters.
Sutt soon realises that the sheltered life he's led just hasn't prepared him for the cut and thrust and double cross of the real world and he soon finds himself way out of his depth.
