What are rules? Rules are made by people in charge to make sure that everyone is treated the same and to try and keep people honest. Rules are different to laws. Laws are only created by governments. When you don't obey a law it is called "breaking the law" and if found guilty you can be punished. Rules are put in place to ensure fair play. A really good example are rules in sport. In a game like tennis for example, the rules are there to make sure the players have an equal chance of winning regardless of how skilled the players are.
